A constituent meeting of the Pripyat Basin Council has been held on June 29, 2018 in Gomel, Belarus
The Pripyat Basin Council, created by the Order of the Ministry of Natural Resources of the Republic of Belarus of 21.06.2018, will act on an ongoing basis. It consists of representatives of state government at the national level, including also the Ministry of Housing and Communal Services and the Ministry of Transport, local executive and administrative bodies of the Brest, Gomel and Minsk regions, as well as NGOs.
The main task is to consult and prepare recommendations for developing management solutions for the Pripyat River Basin, which are taken into account when developing River Basin Management Plans (RBMP).
At the first meeting, the members of the Pripyat Basin Council elected its Chairman – Mr. Alexander Mikalutsky, First Deputy Head of the Gomel Regional Executive Committee. Mr.Andrey Khmel, Deputy Minister of Natural Resources and Environmental Protection, was elected Deputy Chairman. Functions of the Secretariat of the Basin Council are assigned to the Gomel Regional Committee of Natural Resources and Environmental Protection.
The members of the council got acquainted with the draft of the Pripyat river basin management plan (Mr.Vladimir Korneev, CRICUWR), discussed the issues of expediency of the E-40 waterway restoration, as well as practical interaction with public associations. At the invitation of the Ministry of Natural Resources, Ms Yunona Videnina (EUWI +, International Water Office) presented the experience of basin councils in France.
Recall that a full-scale Pripyat River Basin Management Plan is being currently developed with the support of the EUWI + project, and an updated version of the Dnipro river basin management plan is being prepared as it approaches the criteria of the EU Water Framework Directive. Particular attention is paid to the development of mechanisms for involving stakeholders and water users in the processes of preparation and implementation of RBMPs and a program of measures.
